While the  police are busy during the bar closing times, thieves are taking advantage by breaking into cars, both locked and unlocked to steal valuables.

Remove valuables from your vehicle's interior--don't tempt the thieves!

Noise & Taxes - Monday Aug. 31 at 7:00PM - OUTCOME
Monday, 31 August 2009

Tonight (Monday, Aug. 31 at 7PM) the is a special called meeting at City Hall to discuss any changes to the property tax millage rates and for a final reading and vote on a revised noise ordinance for the City of Remerton.

Unless there is a surprise announcement, taxes will remain unchanged.  The public meeting is required by the State.

The noise ordinance vote at this time is due to not receiving a final draft from the City Attorney (Brad Folsom of Moore, Clarke, DuVall & Rodgers, P.C.) in time for the last Council meeting.

If you missed the Valdosta Daily Times' story about the noise ordinance on Sunday, here is the link: "Remerton's Noise Issue"

Lets hope the ordinance gets passed and vigorous, no-tolerance enforcement begins soon.  The cost to the taxpayers to date to study and develop this ordinance over the last year has likely exceeded $20,000 and those expenses should be recouped from those who made this all necessary.

CITY OF REMERTON SPECIAL CALLED MEETING AGENDA for 7:00PM AUGUST 31, 2009

1. Consideration to set millage rate as advertised.- No change to the tax millage rate by unanimous vote.
2. Consideration to adopt noise ordinance.- Noise ordinance passed 4:1 with Council member Sherry Wood voting No.
EXECUTIVE SESSION - Personnel - Unanimous vote to award Police Chief Terrell a $7000 bonus for the seven months during which he acted as City Manager in addition to his other duties.
Adjourn.

Regular Meeting Agenda
Monday, August 10, 2009 at 5:30 p.m.

Welcome Guests -
Pledge and Prayer-By Councilman Sherry Wood.
Establish Quorum of Council-All council members were present, Mayor Holsendolph and City Attorney Brad Folsom were absent.
Approval of minutes from Regular Council Meeting, July 13, 2009 and Special Called Meeting, July 30, 2009. - Approved with spelling changes.
Citizens to be heard. - None.

PRESENTATIONS, PUBLIC HEARINGS AND UPDATES:
1. Presentation by the Local Legislative Governmental Affairs Council-Council member Wood.
2. Update regarding the water distribution projected start date-Jack Byrd, City Administrator.

NEW BUSINESS:
1. Financial Report-Lisa Mashburn
2. Consideration regarding General Fund Certificate of Deposit no 9605000407 renewal in the amount of $57,609.53-Lisa Mashburn, City Clerk.
3. Consideration regarding sign ordinance variance to allow LED sign @ 1303 Baytree Road-Jessica Freeman-Approved.
4. Consideration regarding adopting a Resolution for The National Incident Management System and Unified Command System for preparing for and responding to disaster incidents-Chief Terrell-City Administrator Bryd presented for Chief Terrel, who was absent.
5. Consideration regarding the suspension of Alcohol License for Tight Ends Sports Bar-Chief Terrell-Byrd-Suspension stays in place until a working system that follows the Alcohol ordinance is demonstrated.
6. Discussion regarding setting the millage rate for year 2009-Jack Byrd, City Administrator- There will be no rate change.  There will be a special called public meeting about the tax rate on Monday Aug. 31 at 7:00PM.
7. Consideration regarding shutting Baytree Place down for festival on Saturday, October 10, 2009 for Valdosta State University Homecoming-Jessica Freeman-This will be presented at a later date when the VSU representative is available.

OLD BUSINESS:
1. Consideration regarding main sewage flow meter price quotes-Ron Woods-Approved.  Valdosta is worried that they cannot accurately account for all the crap sewage that Remerton is giving them.
2. Consideration regarding Noise Ordinance-Brad Folsom -A third reading was done by City Admin Byrd.  City Attorney Folsom was supposed to be present with the final changes so Council could vote.  Folsom was absent without explaination and had not presented the finalized ordinance so the vote was postponed until the Aug. 31st meeting.

COUNCIL COMMENTS- Council member Day welcomed Mr J. D. Byrd as City Administrator.

Remerton Water Improvements Project - Notice to Proceed and Construction Timeline

"Because of Standard Contractor’s current commitments and time for ordering materials, the Notice to Proceed will be made effective August 31st.  Also, because of the additional boring and pavement patching required for the rerouting of the main under the railroad tracks, we have added additional contract time to 90 days.  Therefore, substantial completion should be by November 23"

New City Administrator Mr. J. D. Byrd was present at the meeting and participated briefly.  It would have been "nice" had the Mayor or council introducted Mr. Byrd to the audience at his first Councl Meeting...maybe next week.

1.      Hearing for Tight Ends Sports Bar and Grill under the Alcoholic Beverage Ordinance of the City of Remerton to show cause why their license should not be temporarily suspended or revoked for failure to file quarterly reports and failure to install security cameras as required.- Tightends liquor license SUSPENDED for 30 days. Council may reconsider at next meeting.

2.      Consideration of approval of contract to hire Jack D. Byrd, Jr as City Administrator effective August 1, 2009.- Mr. Jack D. Byrd will assume the duties of Remerton City Administrator beginning Aug. 1, 2009.  Good luck Mr. Byrd.  May God have mercy on his soul.
